Board President
Heather Toth
Heather, a resident of Ouray County for 12 years, is currently pursuing a degree in Sociology. She is a dedicated mother to a college student, a small business owner, a survivor of sexual violence, and a Nationally Credentialed Advocate. Serving as the President of the OCSAP board, she takes pride in her role and is honored to contribute to the establishment of a community-based advocacy program aimed at supporting survivors, educating the community, and fostering enduring change.

Vicki Warner-Huggins
Vicki is a former school teacher and counselor, and an active member of the Ouray County community. Vicki is a member of the Ridgway-Ouray Community Council, and volunteers her time as an election judge. Vicki adores her family and in addition to being a devoted community volunteers, she is also a devoted grandmother to her grandchildren.

John Kissingford
John Kissingford, a longtime English teacher and theater artist, helped to found MEND (Men Ending Rape Culture) in Ouray County. Conversations there taught him the urgent need for community-based victim advocacy, so he has been involved with OCSAP since its inception. He serves on this and other philanthropic boards, creates theater with UpstART and No Holds Bard, teaches fencing, and is grateful to live in such a beautiful place.

Amy Kehoe
Amy Kehoe is a resident of Ouray county since 2015 with family ties to the area since 1978. As a survivor of domestic violence and sexual assault, she takes pride in advocating for other victims, helping to be their voice, and speaking out in support of their rights. In addition to serving on the board for OCSAP, Amy is also on the board for Safer More Affirming Communities in Ouray County.

Jake Neice
Jake Niece is a lifelong Coloradan, a Ridgway resident, and Ouray County Commissioner. Niece serves on the OCSAP board in response to a clear county-wide need for support of victims of sexual assault and intimate partner violence. He hopes to use his position as a county commissioner to accelerate the availability of victim services, and amplify the message of ending rape culture.

Frank Robertson
Frank has lived in Ouray County with his wife Jeanne since 2005. His career through 40+ years in the semiconductor industry progressed from a chemistry degree and process engineering through project, program, and general management; he retired from Intel Corporation in 2015. His interest in OCSAP is rooted in personal experience with his daughter’s struggle to recover from sexual assault and his engagement with MEND. He also serves on the boards of the Ouray Ice Park and the Ouray Trail Group, as well as on the City of Ouray’s Economic Development Committee. He enjoys being a part of this dreamscape, roaming the wild places of the San Juan, climbing what lets him up, and travelling.

Jaime Doty
Jaime Doty has been living in Ouray County since 2019. She has had the honor of serving the western slope as a Registered Midwife for the last 5 years through her own private midwifery practice. Being a community based midwife has led to serving in many ways beyond even birth. Due to specializing in women's health and being a trauma-informed provider, Jaime understands the importance of being able to sit on the Board of OCSAP and be a voice for for those that have been silenced.

John Clark
John has been a Ridgway resident since 1982; he's an Apple-specific computer consultant, glass artist, avid amateur photographer, cyclist and music lover, (oh, and mayor of Ridgway as well).
